Monroe 2-Orleans BOCES 2021-22 School Year Health and Safety Plan

The health and safety of students and staff and their families is BOCES top priority. We want students and employees to feel comfortable and safe returning to school campuses. Our 2021-22 school opening plan incorporates updated recommendations and guidance from the Centers for Disease Control and Prevention (CDC), the New York State Department of Health (NYSDOH) Classroom Instruction Guide, Testing Determination, Indoor Masking Determination, and the New York State Education Department (SED) Health and Safety Guide for the 2021-2022 School Year.    

The following protocols and procedures will be in place in all BOCES 2 programs for in-person instruction, five days per week during the 2021-22 school year. Health Checks
BOCES 2 has developed resources to educate parents/guardians and staff members regarding the careful observation of symptoms of COVID-19 and health screening measures that must be conducted each morning before coming to school or work. The resources include the requirement for any student or staff member with a fever of 100°F or greater and/or symptoms of possible COVID-19 virus infection to stay home from school or work. The Centers for Disease Control and Prevention (CDC) list of Coronavirus symptoms was used to develop these resources. Changes to the list of symptoms are monitored regularly and updated on our screening tools.

Student Health Screening  
The New York State Education Department (SED), The Centers for Disease Control (CDC) and local health officials recommend parents conduct a daily health screening each morning before a student comes to school each day. Parents will be required to complete a one-time Health Screening Attestation Form at the beginning of the school year in September affirming that they will do this each day.

Use this helpful checklist as a daily reminder to screen your child BEFORE sending him/her to school.

Take your child’s temperature each morning and answer the following FOUR questions as part of the daily screening.
1.    Has your student had any of these symptoms in the past 24 hours that are new or not usual for them?
• Temperature of 100 ºF (37.8 ºC) or higher                 • Loss of taste or smell
• Chills                                                                           • Loss of appetite  
• Body aches                                                                 • Cough
• Severe fatigue                                                             • Hard time breathing
• Headache                                                                    • Nausea, vomiting or diarrhea
• Congestion or runny nose
• Sore throat (not due to allergies)

2.    In the last 10 days has your student been designated a contact of a person who tested positive for COVID-19 by a local health department?

3.    In the last 10 days has your student tested positive for COVID-19?

4.    In the last 10 days has your student tested for COVID-19 and is still awaiting the test results?

In-School Screening
If the student has a temperature or is exhibiting signs of COVID-19:
    The student will be brought to the designated isolation room
    The program administrator will be notified
    BOCES 2 Program nurse will be notified (if not the screener)
    The parent/guardian will be contacted for pick up and will be advised to contact the student’s health care provider.

Once the symptomatic person leaves a building, the supervisor will immediately notify O&M so the isolation room and/or area(s) that the person was in can be thoroughly deep cleaned and disinfected according to the following deep cleaning protocol.
    To minimize exposure, cleaners will be provided with 3-ply surgical masks, gloves, apron and face shield
    O&M will follow Normal Cleaning Procedures using A-456 II (disinfectant and cleaner), and
    O&M will utilize portable electrostatic misters containing Diversey Oxivir (EPA & CDC approved disinfectant and cleaner) and mist the room where employee, visitor or contractor has been.

All cleaning and disinfection practices are based on doing the following:  
    Where disinfectants are used, products should be registered with EPA and the NYS Department of Environmental Conservation (DEC).
    Cleaning and disinfection logs will be maintained in the O&M office that include the date, time, and scope of cleaning and disinfection

Staff Health Screening
As per CDC and SED recommendations, BOCES 2 staff should complete a daily health self-assessment before coming to work each day. Staff will be required to complete an electronic one-time Health Screening Attestation form prior to the beginning of school in September affirming that they will do this each day.

The health screening attestation form can be accessed on the BOCES 2 staff portal website.
If, after performing the screening, the staff member is exhibiting any of the symptoms or answers yes to the screening questions, the staff member will:
    Stay home from work;
    Report their absence to their supervisor; and  
    Contact his/her health care provider for further guidance.

Health Screening for Visitors and Vendors
All visitors to BOCES 2 buildings and facilities will be required to complete the health screening prior to entering the building. Signage indicating the requirements of the self-assessment are posted on the entrance to every BOCES 2 building. Upon entering the building, visitors and vendors will be required to sign in for contact tracing purposes.
 
Health Screening for Scheduled Meeting and Professional Development
The Professional Development Center will include screening protocols in the communication with those reserving the room prior to the meeting or professional development taking place.
Participants will be advised in advance of the training/meeting that they will be required to perform a health screening prior to being admitted to the building. Once entering the building, participants will be required to sign in for contact tracing purposes.

Physical Distancing and Masks  
BOCES 2 has developed a plan with policies and procedures for maintaining social distancing of all students, faculty, and staff when in BOCES owned or leased buildings, district-based BOCES classrooms, facilities, grounds and while on transportation.

PHYSICAL DISTANCING
As per the Interim NYSDOH Guidance for Classroom Instruction in P-12 Schools during the 2021-2022 Academic Year, because of the importance of in-person learning, schools should implement physical distancing to the extent possible with their structures.
    A distance of at least 3 feet between students
    A distance of at least 6 feet between students and teachers/staff, and between teachers/staff who are not fully vaccinated
    Maximize physical distance as much as possible when moving through food services line and while eating.  There should be at least 6 feet while eating or drinking when masks are not being worn.

COVID-19 MASKS PROTOCOL

A.    Introduction
The health and safety of our students, our staff and their families is a priority. We want students and employees to feel comfortable and safe while on school campuses. Our opening plan incorporates recommendations and guidance from the Centers for Disease Control and Prevention (CDC), the New York State Department of Health (NYSDOH), the Monroe County Department of Health (MCDOH) and the New York State Education Department (NYSED). BOCES 2 has developed this protocol with procedures for all students, faculty, staff, vendors and visitors when at BOCES 2 facilities.

B.    Masking Requirements
As per the Commissioner of the NYS Department of Health’s determination dated August 27, 2021, based on CDC recommendations for face coverings/masks in school settings, it is a requirement that universal masking of teachers, staff, students, and visitors to P-12 schools over age 2 and able to medically tolerate a face covering/mask and regardless of vaccination status, is required until this determination is modified or rescinded. Such requirement is subject to applicable CDC-recommended exceptions.

For students over the age of 2 this means wearing a mask:
(i)    when in hallways and common areas  
(ii)    when in classrooms
(iii)    while on school buses.

C.    Students
It is required that students wear masks at all times inside the school building. Students may remove masks only when eating or drinking or if it is excessively warm, during short mask breaks if students are physically distanced 6 feet apart.
Masks are NOT required to be worn outdoors on school grounds, including during outdoor school sports.
 
D.    Exemptions
Pursuant to federal, state and local health department guidance, masks should not be placed on:
(i)    Children younger than 2 years old
(ii)    Students where such covering would impair their health or mental health, or where such covering would present a challenge, distraction, or obstruction; in such instances, medical documentation is required
(iii)    Anyone who has present trouble breathing or is unconscious
(iv)    Anyone who is incapacitated or otherwise unable to remove the mask without assistance
(v)    Currently accepted diagnoses to justify exemption from wearing a face covering are:
a.    A previously documented neuromuscular disorder that makes it difficult for a child to independently remove a face covering
b.    A child with a previously diagnosed, severe developmental or behavioral problem
c.    A child diagnosed with a serious emotional disturbance or other significant mental health issue that the child’s behavioral health team feels would be exacerbated if the child had to wear a face covering

E.     Mask Construction
Acceptable face coverings include but are not limited to cloth-based face coverings (e.g. homemade sewn, quick cut) and surgical masks that cover both the nose and mouth. The use of scarves, gaiters and bandanas is not permitted. Masks should have at least two layers of material (e.g. 2-ply).

A face shield may not be worn in place of a mask. Individuals choosing to wear face shields must also wear a mask.

Masks with exhalation valves or vents should NOT be worn to help prevent the person wearing the mask from spreading COVID-19 to others as per the CDC. The purpose of masks is to keep respiratory droplets from reaching others to aid with source control. Masks with one-way valves or vents allow exhaled air to be expelled out through the holes in the material. This can allow exhaled respiratory droplets to reach others and potentially spread the COVID-19 virus.

Wear and Use Your Mask Correctly
(i)    Wash your hands before putting on your mask.
(ii)    Put it over your nose and mouth and secure it under your chin
(iii)    Try to fit it snugly against the sides of your face
(iv)    Make sure you can breathe
(v)    Don’t wear your mask below your nose.
(vi)    Don’t touch the mask, and, if you do, wash your hands or use hand sanitizer
(vii)    Carefully remove your mask without touching your eyes, nose or mouth
(viii)    Wash face coverings regularly with detergent and hot water
Throw disposable face coverings out at the end of the day at home

F.    Noncompliance
The failure or refusal to comply with wearing a mask will have consequences.
(i)    Students may be subject to disciplinary action in accordance with the Code of Conduct. Repeated failure to comply with masking requirements could result in disciplinary consequences including suspension from school or transportation services.
(ii)    Employees will be subject to disciplinary consequences under NYS law and/or collective bargaining agreements.
(iii)    Visitors will be required to leave BOCES facilities and may not be granted reentry.

G.    General Provisions
This protocol may be subject to revision as additional or updated guidance, recommendations or directives are issued by federal, state and/or local authority.  

Masks will be provided to students and staff, if needed, at no cost.

An employee is allowed to wear their own acceptable mask if they choose. Employees unable to tolerate wearing masks must provide medical documentation to the Assistant Superintendent for Human Resources for review.

BOCES 2 will utilize Information and resources regarding the proper use and cleaning of facemasks from the CDC webpage on cloth masks.
 
Infection Control Strategies
BOCES 2 will continuously review the OSHA COVID-19 guidance for information on how to protect staff from potential exposures, according to their exposure risk, pursuant to their Exposure & Infection Control Plan, which is reviewed and revised annually. The OSHA guidance also sets forth when PPE is needed by staff pursuant to the OSHA standards.

Per the CDC guidance, BOCES 2 school-based health personnel will use Healthcare Facilities: Managing Operations During COVID19 Pandemic Updated Feb 5, 2021 guidance when providing care to ill persons as part of infection control protocols:
• Licensed healthcare professionals must utilize standard precautions at all times;
Transmission-based precautions should be used when assessing persons suspected of having COVID-19; and
• BOCES 2 has ordered and will continue to work to secure adequate supplies of PPE for use by school health professionals to assess and care for ill students.

Such PPE includes but is not limited to:
    Face masks (disposable surgical masks);
    Respirators (N95) masks that are fit tested;
    Eye protection or face shields;
    Gloves; and
    Disposable gowns.

When worn, the face shield must be used with a face mask and:
    Extend below the chin anteriorly;
    To the ears laterally;
    There should be no exposed gap between the forehead and the shield’s headpiece;
    Only be worn one person per shield;
    Be cleaned between use; and
    The wearer should wash their hands after removing the shield and before putting it on.

The Director of Operations and Maintenance (O&M) will be responsible for ensuring that proper PPE is available at all buildings for required applications by essential personnel. One means of accomplishing this is by participating in a Cooperative Bid for PPE. This Bid provides a comprehensive list of suppliers and products used for maintaining staff safety, and disinfecting and sanitization protocols.

The O&M Department will keep a monthly inventory of PPE with the goal of maintaining a six-month supply of PPE, while ensuring an extra supply is available for essential personnel including O&M staff. The inventory listing will be kept in the O&M office. Surplus PPE will be appropriately stored in a dry, secure location(s).

PPE will be distributed through the generation of an O&M work order. PPE will be pulled from current inventory, packaged, and delivered by O&M staff within 24 hours. Emergency orders should be noted and will be completed as received

PPE is recommended when performing aerosolized treatments and assessing and caring for a person who is suspected of having COVID-19. Health care professionals should review the CDC guidance on the correct use of PPE. Face shields worn without masks are not considered adequate protection against COVID-19 and should not be used alone.

BOCES 2 has developed a PPE Recommendations for Staff by Task - PDF to guide staff in using the appropriate level of PPE for specific tasks performed in the course of their jobs.

BOCES 2 will provide:
    PPE for school nurse/RN & other health care provider in/near the separate treatment room
    Foot pedal trash receptacle for disposable PPE
 
BOCES 2 will designate a separate treatment room, apart from others for the purpose of:
    Providing nebulized medication treatments
    Oral or tracheostomy suctioning
    Use of peak flow meters with students who have respiratory conditions
    Per NYSED guidelines, if developmentally appropriate, the school nurse/RN could leave the room and return when the nebulizer treatment is finished.  
 
BOCES 2 nurse will be included in the intake process for students that may have need for such provider ordered medication and/or treatments
    BOCES 2 nurse/program supervisor will collaborate with district building nurse/administration in order to establish appropriate room (ideally near the classroom) if with PDN in MF class
 
Cleaning of the room should occur between uses BOCES 2 nurse/RN will contact O&M X2428 or program’s building designee to request a deep cleaning. This will be given priority by O&M cleaning staff, to ensure timely readiness for future access for additional treatments.

Cleaners will use the following protocol to deep clean;
    To minimize exposure, cleaners will be provided with 3-ply surgical masks, gloves, apron, and face shield
    O&M will follow Normal Cleaning Procedures using A-456 II (disinfectant and cleaner) and
    O&M will utilize portable electrostatic misters containing Diversey Oxivir (EPA & CDC approved disinfectant and cleaner) and mist the room where employee, visitor or contractor has been.

Management of Ill Students
BOCES 2 requires students who develop COVID-19 symptoms during the school day to report to the designated isolation room or other appropriate room as determined by the nurse. A designated isolation room has been identified for each BOCES building. If there are several students waiting to see the school nurse, students must wait at least 6 feet apart. BOCES 2 has designated areas to separate individuals with symptoms of COVID- 19 from others until they can go home or to a healthcare facility, depending on severity of illness. One area will be used to treat injuries, provide medications or nursing treatments, and the other area will be used for assessing and caring for ill students and staff. Both areas will be supervised by an adult and have access to a bathroom and sink with hand hygiene supplies, as able.

PPE requirements for school health office staff caring for sick individuals includes both standard and transmission-based precautions. In areas with moderate to substantial community transmission, eye protection (e.g., goggles or face shield) will be added. When caring for a suspected or confirmed individual with COVID-19, gloves, a gown, eye protection, and a fit-tested N-95 respirator will be used, if available. If an N-95 respirator is not available, two surgical face masks and face shield will be used.

School health office cleaning will occur after each use of cots, bathrooms, and health office equipment (e.g., blood pressure cuffs, otoscopes, stethoscopes). Health office equipment will be cleaned according to manufacturer’s directions.

Disposable items will be used as much as possible (e.g., disposable pillow protectors, disposable thermometers, disposable thermometer sheaths or probes, disposable otoscope specula).

General Health office procedures to minimize foot traffic;
    Students and staff are expected to stop at the door & await direction from the nurse before entering
    Schedule for medication administration will be created in order to have only one student at a time in the health office
    Non-essential health office visits will not be allowed
o    Pads and tampons are available in all bathrooms in buildings with students grade 6 – transition
o    Bathrooms will be used only by ill students in the health office
o    Water fountains/sinks in health office will be accessed for medication administration and hand hygiene only
o    Inquiries & consults with BOCES 2 nurse will take place via teams, zoom or telephone
o    Appointments will be made for parent drop off/pick up of medications, nurse to meet parent outside of the health office, then to count tablets etc. follow up communication to confirm number received.

If Students Become Ill with Symptoms of COVID-19 in BOCES2 Building
If a staff member notices a student is exhibiting symptoms of COVID-19, they should call the nurse to inform them that a student needs to be screened.  

BOCES 2 requires students with an elevated temperature of 100 degrees or higher or signs of illness, go to the designated isolation room or other appropriate room as determined by the nurse, to be screened by the nurse.  

Efforts will be made to minimize multiple students waiting to see the school nurse. In the event that there are multiple students waiting, students will be directed to wait at a distance of at least 6 feet apart where students will be supervised prior to being picked up or otherwise sent home. Parent/Guardian will be asked to remain outside/at their car & to call/text designated number upon arrival. Students will be escorted from the isolation area to their parent/guardian. Parents/guardians will be referred to a healthcare provider and provided resources on COVID-19 testing. Any member of the school community who is experiencing COVID-19 symptoms should immediately seek diagnostic testing.  BOCES will make sure families without regular access to healthcare know where in the community to find testing if needed.

BOCES2 will make teachers and staff aware of the symptoms of Multisystem Inflammatory Syndrome in Children (MIS-C).
 
BOCES2 will notify the parent(s)/guardian(s) if their child shows any of the following symptoms and recommend the child be referred for immediate follow up with a healthcare provider:  
    fever  
    abdominal pain  
    vomiting  
    diarrhea  
    neck pain
    rash  
    bloodshot eyes  
    feeling extra tired  
 
BOCES2 will call for emergency transport (911) following district policies, for any student showing any of these emergency warning signs of MIS-C or other concerning signs:  
    trouble breathing  
    pain or pressure in the chest that does not go away  
    new confusion  
    inability to wake or stay awake  
    bluish lips or face  
    severe abdominal pain  

If Staff Become Ill with Symptoms of COVID-19  
BOCES 2 requires staff with an elevated temperature of 100 degrees or higher and/or other symptoms of COVID-19 to immediately notify their supervisor and exit the building. Staff should contact their healthcare provider as soon as possible. Any member of the school community who is experiencing COVID-19 symptoms should immediately seek diagnostic testing.

Testing
As per NYSDOH Commissioner’s Determination on COVID-19 Testing Pursuant to 10 NYCRR 2.62, (Sept. 3, 2021)  all P-12 schools are required to implement testing consistent with the following:

SCREENING
a.    Ensure unvaccinated teachers and staff have testing performed for COVID-19 at least once per week when a school is in an area identified by the CDC as having low, moderate, substantial, or high transmission rates. Teachers and staff can opt-out of mandatory weekly screening testing if they provide documentation of being fully vaccinated against COVID-19.  Teachers and staff who work at multiple sites do not need to receive multiple tests.
b.    P-12 schools are required to offer screening testing to unvaccinated students on a weekly basis in areas identified by the CDC as having moderate, substantial, or high transmission rates.

DIAGNOSTIC TESTING
a.    School must have the capacity (either directly on-site or via referral) to provide diagnostic testing, for any students, teachers or staff, who regardless of vaccination status and community level of transmission per the CDC, are:
    Symptomatic; or
    Asymptomatic following exposure to someone with COVID-19

BOCES 2 will work with the local health departments to implement a screening and diagnostic testing program to meet the above requirements.

Individuals who test positive for COVID-19 will be asked to immediately report the result to the BOCES 2 COVID Coordinator, who will then notify the local health department.

The local health department will immediately initiate a contact tracing investigation with which BOCES 2 will fully cooperate. The local health department will take the lead on isolation/quarantine and release orders and provide recommendations to BOCES 2 regarding action plans in response to a COVID-19 positive case

Return After Illness
BOCES 2 has established protocols and procedures, in consultation with the local health department(s), about the requirements for determining when individuals, particularly students, who screened positive for COVID-19 symptoms can return to the in-person learning environment at school.

Staff will fall into one of the scenarios below:
1.    If the healthcare provider recommends a COVID-19 test, staff must stay out of work until they have a negative COVID test, their symptoms are improving and they are fever-free for at least 24 hours without the use of fever-reducing medicines. To return to work, staff must provide to Human Resources a note from their healthcare provider indicating the COVID test was negative or provide a copy of the negative test result.

2.    If staff test positive for COVID, they must remain in isolation at home and cannot return to work until the local health department has released them.  

3.    If the healthcare provider does NOT recommend a COVID-19 test but instead provides an alternate diagnosis, staff may return to work as long as they provide Human Resources with a signed doctor’s note explaining the alternate diagnosis.

    An alternative diagnosis is defined as a known chronic condition with unchanged symptoms, or a confirmed acute illness (ex. laboratory-confirmed influenza or strep-throat).  

4.    If the healthcare provider recommends a COVID-19 test and the staff member refuses, or the staff member does not visit their healthcare provider, the staff member cannot return to school until at least 10 days have passed since the date of the first symptoms AND the staff member’s symptoms are improving AND the staff member is fever-free for at least 24 hours without the use of fever reducing medicines.

Student Return
The Monroe County Department of Public Health (MCDPH) issued guidance dated August 17, 2021 for students who have experienced COVID-19 symptoms with no known exposure. REGARDLESS of vaccination status, the student must stay or return home and contact their health care provider. 

Students will fall into one of the scenarios below:
1.    If the healthcare provider recommends a COVID-19 test, students must stay out of school until they have a negative COVID test, their symptoms are improving and they are fever-free for at least 24 hours without the use of fever-reducing medicines.
To return to school, students must provide a note to their school nurse from their healthcare provider indicating the COVID test was negative or provide a copy of the negative test result.

2.    If students test positive for COVID, they must remain in isolation at home and cannot return to school until the local health department has released them.  

3.    If the healthcare provider does NOT recommend a COVID-19 test but instead provides an alternate diagnosis, students may return to school as long as they provide their school nurse with a signed doctor’s note explaining the alternate diagnosis.
o    An alternative diagnosis is defined as a known chronic condition with unchanged symptoms, or a confirmed acute illness (ex. laboratory-confirmed influenza or strep-throat).  

4.    If the healthcare provider recommends a COVID-19 test and the student or parent/guardian refuses, or the student does not visit their healthcare provider, the student cannot return to school until at least 10 days have passed since the date of the first symptoms AND the student’s symptoms are improving AND the student is fever-free for at least 24 hours without the use of fever reducing medicines.

Contact Tracing
Contact tracing is a public health function performed by local public health departments to trace all persons who have had contact with a confirmed case of COVID-19. This allows public health officials to put in place isolation or other measures to limit the spread of the virus.

The local health department will notify BOCES 2 of positive COVID-19 test results for any student, staff or visitor. The BOCES 2 COVID Coordinator will notify the local health department immediately upon learning of a positive COVID-19 test among students, staff or visitors. The local health department will respond and perform a thorough investigation. BOCES 2 will fully cooperate with all contract tracing efforts as directed by the local health department.  

In cooperation with the local health department with tracing the transmission of COVID-19, BOCES 2 has developed and implemented a plan to assist in contact tracing efforts in accordance with protocols, training, and tools provided through the New York State Contact Tracing Program.  
BOCES 2 will assist with contact tracing by:
    Keeping accurate attendance records of students and staff members;
    Ensuring student schedules are up to date;  
    Keeping a log of any visitor which includes date and time, and which rooms in the building they visited; and
    Assisting in any way possible in tracing all contacts of the individual in accordance with the protocol, training, and tools provided through the NYS Contact Tracing Program

Confidentiality must be maintained as required by federal and state laws and regulations. School staff should not try to determine who is to be excluded from school based on contact, without guidance and direction from the local health department.  

The local health department will take the lead on isolation/quarantine and release orders and provide recommendations to BOCES 2 regarding action plans in response to a COVID-19 positive case.

Quarantining for Vaccinated and Unvaccinated Individuals
In New York State, individuals 12 years and older are eligible to receive the COVID-19 vaccine. BOCES 2 highly encourages any eligible person to get vaccinated. According to the CDC, COVID-19 vaccines are effective at protecting you from COVID-19, especially severe illness and death. COVID-19 vaccines reduce the risk of people spreading the virus that causes COVID-19.

Fully vaccinated is defined as being 2 or more weeks after the final dose (e.g. first for Janssen/Johnson & Johnson, second for Pfizer and Moderna) of the vaccine approved by the FDA or authorized by the FDA for emergency use.  

Asymptomatic individuals who have recently recovered from laboratory confirmed COVID-19 infection during the previous 3 months do not need to quarantine if exposed to COVID-19.

Recently recovered is defined as 1) recovered from laboratory-confirmed COVID-19 by meeting the criteria for discontinuation of isolation; 2) within the 3-month period between date of arrival in New York and either the initial onset of symptoms related to the laboratory confirmed COVID-19 infection or, if asymptomatic during illness, the date of the laboratory confirmed test; and 3) asymptomatic after travel or new exposure.



Healthy Hygiene Practices
BOCES 2 will emphasize healthy hygiene practices for students and staff by providing initial and refresher education in hand and respiratory hygiene, along with providing adequate supplies and time for frequent hand hygiene. Signs will be posted throughout the building (e.g., entrances, restrooms, cafeteria, classrooms, administrative offices, custodial staff areas) and regular messaging will be shared with the BOCES community. Signage will be used to remind individuals to:
1.    Stay home if they feel sick.
2.    Cover their nose and mouth with an acceptable face covering when unable to maintain social distance from others or in accordance with any stricter policy implemented by BOCES 2.
3.    Properly store and, when necessary, discard PPE.
4.    Adhere to social distancing instructions.
5.    Report symptoms of, or exposure to, COVID-19.
6.    Follow hand hygiene, and cleaning and disinfection guidelines.
7.    Follow respiratory hygiene and cough etiquette.

Hand Hygiene
Students and staff must carry out the following hand hygiene practices:
    Wash hands routinely with soap (any kind) and water for at least 20 seconds.
    Dry hands completely after washing. Use paper towels, if available, to dry hands instead of a hand dryer.  
    If soap and water are not available, use an alcohol-based hand sanitizer that is at least 60% alcohol. Hand sanitizer should be rubbed on the hands until it is completely absorbed. Hands should not be dried if hand sanitizer is used.  

At a minimum, students and staff should wash hands, as follows:
    Before and after eating (e.g. snacks and lunch).
    After going to the restroom or after assisting a student with toileting.
    After using a tissue.
    After sneezing, wiping or blowing nose, or coughing into hands;  
    Before and after using shared materials. (e.g. electronic devices, musical instruments, writing utensils, tools, toys, desks or table tops);  
    Before and after putting on or taking off face masks.
    After coming in from the outdoors.
    Anytime hands are visibly soiled.

Respiratory Hygiene
The COVID-19 virus spreads from person to person in droplets produced by coughs and sneezes. Therefore, BOCES 2 will emphasize the importance of respiratory hygiene.
Students and staff must carry out the following respiratory hygiene practices:
    Cover a cough or sneeze using a tissue. If a tissue is used, it should be thrown away immediately, and hand hygiene should be performed.  
    If a tissue is not available, the individual should sneeze into their elbow.
    The individual should wash his/her hands after sneezing or coughing.
    Face coverings are protective. Wearing a face covering will keep the respiratory droplets and aerosols from being widely dispersed into the air.

Cleaning and Disinfecting
BOCES 2 will ensure adherence to hygiene and cleaning and disinfection requirements as advised by the CDC and DOH, including “Public and Private Facilities Cleaning and Disinfection Guidance”  updated May 10, 2021.

The framework for cleaning and disinfection practices is based on doing the following:  
    Daily routine cleaning with soap and water will decrease how much of the virus is on surfaces and objects  
    Daily disinfection using US Environmental Protection Agency (EPA)-approved disinfectants against COVID-19. Where disinfectants are used, products should be registered with EPA and the NYS Department of Environmental Conservation (DEC).  
    BOCES2 Operations & Maintenance department will identify cleaning and disinfection frequency for each facility and area type; and  
    Cleaning and disinfection logs will be maintained in the Operations and Maintenance office that include the date, time, and scope of cleaning and disinfection

Examples of facility types where cleaning and disinfection frequency will be distinguished include:
    Bathrooms
    Health offices, isolation rooms
    Administrative offices (main office, reception area)
    Frequently touched surfaces in common areas (door handles, elevator buttons, copy machine keypads, etc.)
    Breakrooms
    Cafeterias/Kitchens
    Computer labs
    Science labs
    Classrooms
    Maintenance offices and work areas
    School vehicles
    Large meeting areas (multi-purpose rooms, gymnasiums, PDC rooms)
    Playgrounds (cleaning only)
    Outdoor seating areas (plastic or metal)

Students, faculty, and staff will be trained on proper hand and respiratory hygiene, and information will be provided to parents/guardians on ways to reinforce this at home.
BOCES 2 will provide and maintain hand hygiene stations as follows:
    For handwashing: soap, running warm water, and disposable paper towels.
    For hand sanitizing: an alcohol-based hand sanitizer containing at least 60% alcohol for areas where handwashing facilities may not be available or practical.
    Accommodations for students who cannot use hand sanitizer will be made.

Regular cleaning and disinfection of the facilities will occur, including more frequent cleaning and disinfection for high-risk and frequently touched surfaces. This will include desks and cafeteria tables, which should be cleaned and disinfected between each individual use. Cleaning and disinfection will be rigorous and ongoing and will occur at least daily, or more frequently as needed.  

BOCES 2 will ensure regular cleaning and disinfection of restrooms. Restrooms will be cleaned and disinfected more often depending on frequency of use.    

Playgrounds
    should be cleaned per CDC guidance: outdoor areas, like playgrounds in schools and parks generally require normal routine cleaning, but do not require disinfection
    Do not spray disinfectant on outdoor playgrounds- it is not an efficient use of supplies and is not proven to reduce risk of COVID-19 to the public
    High touch surfaces made of plastic or metal, such as grab bars and railings should be cleaned routinely
    Cleaning and disinfection of wooden surfaces (play structures, benches, tables) or groundcovers (mulch, sand) is not recommended
    Sidewalks and roads should not be disinfected.
    Shared athletic/gym equipment (e.g., balls, protective gear) should be cleaned between use per manufacturer’s directions.  

Cleaning and Disinfecting Products
Every classroom staff member and service provider has been provided State Education Department and Department of Health approved cleaning products for daily use in their use in their space/classrooms (Diversey Oxivir). The O&M Department will continuously re-supply these products as needed throughout the year. As per BOCES 2 policy, staff cannot bring in any non-approved cleaning and/or disinfecting products such as non-bleach wipes or hand sanitizer for use in their classroom. Staff may bring cleaning or sanitizing items for their personal use provided they have the SDS sheets, keep products in their personal belongings out of sight from students, and never use the product in the presence of students. However, products that contain bleach or aerosol products are PROHIBITED from being brought into school at any time.  

Students may bring into the classroom their own hand sanitizer or non-bleach wipes and use it provided the products are in the child’s personal bag or clothing, use is personal and the product is not shared with anyone else. Staff who observe the student acting contrary to these requirements should remind the student of the requirements and seek administrative support if the student fails to comply.

Students cannot be asked to participate in cleaning or disinfecting the classroom/space regardless of the whether the product is SED approved or a home product. As per SED Guidance, “Students should not be be permitted to participate in cleaning or disinfecting activities.”  

Visitors on Campus
All visitors including parents/guardians must report to the main entrance of each building. Visitors will be required to wear masks and will be restricted in their access to BOCES 2 programs. All visitors must follow all safety protocols as indicated in this plan.  

School Safety Drills  
BOCES 2 will conduct fire (evacuation) drills and lockdown drills as required by education law, regulation, and the fire code, without exceptions. BOCES 2 will continue to conduct mandatory fire and lockdown drills according to the existing statutory schedule. Drills will be conducted in a manner that maintains physical distancing at exits and gathering points outside the building, while still preparing students to respond to emergencies. BOCES 2 will adhere to Fire Code Section 404, which requires that schools maintain Fire Safety, Evacuation, and Lockdown Plans and these plans will include how lockdown and evacuation drills are conducted. The BOCES 2 Safety and Security Coordinator will meet with each emergency response team to plan the details of how these modified drills will be conducted. BOCES 2 will provide methods to promote and provide for physical distancing during the evacuation drills which are ultimately the decision and responsibility of Monroe 2-Orleans BOCES. These changes will be included in the Fire Safety plan.
